{"id":1879,"date":"2011-08-22T07:23:42","date_gmt":"2011-08-22T07:23:42","guid":{"rendered":"http:\/\/www.friends-international.org\/blog\/?p=1879"},"modified":"2011-08-22T07:23:42","modified_gmt":"2011-08-22T07:23:42","slug":"friends-international-mou-signing-ceremony","status":"publish","type":"post","link":"http:\/\/friends-international.org\/blog\/index.php\/friends-international-mou-signing-ceremony\/","title":{"rendered":"Friends-International MOU Signing Ceremony"},"content":{"rendered":"<p>On August 18, 2011 the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSAVY), renewed its memorandum of understanding (MOU) with Friends-International, allowing us to work in Cambodia for the next three years.<\/p>\n<p>In his speech, Executive Director Sebastien Marot said \u201cfor the last 17 years Friends-International has operated in Cambodia. Mith Samlanh, our first project, began working with street children, their families and communities in 1994, supporting them to become functional, productive citizens of Cambodia.\u201d<\/p>\n<p>\u201cIn 1999 the Mith Samlanh project was localized and to this day remains our closest local partner. By replicating the Mith Samlanh model in Cambodia we established the <a title=\"Kaliyan Mith Homepage\" href=\"http:\/\/friends-international.org\/wherewework\/kaliyanmith-detail.asp?mainmenu=ourprojects&amp;page=childsafe\" target=\"_blank\">Kaliyan Mith<\/a> project in Siem Reap with great success. We have now been able to introduce similar models in Laos, Thailand, Indonesia and most recently the USA. We are very proud that a model established in Cambodia has become an international benchmark.\u201d<\/p>\n<div id=\"attachment_1883\" style=\"width: 310px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.friends-international.org\/blog\/wp-content\/uploads\/2011\/08\/IMG_4883.jpg\"><img aria-describedby=\"caption-attachment-1883\" decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-1883\" title=\"Friends-International sign MOU with Ministry of Social Affairs, Veterans and Youth Rehabilitation\" src=\"http:\/\/www.friends-international.org\/blog\/wp-content\/uploads\/2011\/08\/IMG_4883-300x199.jpg\" alt=\"Secretary of State Hav Bunse with Sebastien and other Friends staff during the MOU signing\" width=\"300\" height=\"199\" \/><\/a><p id=\"caption-attachment-1883\" class=\"wp-caption-text\">Secretary of State Hav Bunse with Sebastien and other Friends staff during the MOU signing<\/p><\/div>\n<p>\u201cCurrently Friends-International is built around three main programs: the Friends programs working directly with marginalized children and youth (<a title=\"Kaliyan Mith Homepage\" href=\"http:\/\/friends-international.org\/wherewework\/kaliyanmith-detail.asp?mainmenu=ourprojects&amp;page=childsafe\" target=\"_blank\">Kaliyan Mith<\/a>); <a title=\"CYTI Alliance Homepage\" href=\"http:\/\/www.friends-international.org\/ourprojects\/cyti.asp?mainmenu=ourprojects&amp;page=cyti\" target=\"_blank\">CYTI Alliance<\/a>, a network of partners further developing good models of practice allowing us to better coordinate our common work; <a title=\"ChildSafe International Homepage\" href=\"http:\/\/www.childsafe-international.org\/\" target=\"_blank\">ChildSafe Network<\/a>, training communities to be involved in the protection of children. We are now an internationally recognized Cambodian-based social enterprise.\u201d<\/p>\n<p>During the signing ceremony H.E. Hav Bunse, Secretary of State at the MoSAVY said \u201cIt is very important that we have NGOs and INGOs working with the government on social and child welfare of Cambodian citizens. What Friends-International has been doing is in line with important goals in the Cambodian Millennium Development Goals such as education and HIV\/AIDS\u201d. He continued to say that Friends is the outstanding NGO of the 180 NGOs working with the Ministry of Social Affairs, Veterans and Youth Rehabilitation.<\/p>\n<div id=\"attachment_1884\" style=\"width: 310px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.friends-international.org\/blog\/wp-content\/uploads\/2011\/08\/IMG_4840.jpg\"><img aria-describedby=\"caption-attachment-1884\" decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-1884\" title=\"Friends-International sign MOU with Ministry of Social Affairs, Veterans and Youth Rehabilitation\" src=\"http:\/\/www.friends-international.org\/blog\/wp-content\/uploads\/2011\/08\/IMG_4840-300x199.jpg\" alt=\"Secretary of State Hav Bunse with Sebastien and other Friends staff during the MOU signing\" width=\"300\" height=\"199\" \/><\/a><p id=\"caption-attachment-1884\" class=\"wp-caption-text\">Secretary of State Hav Bunse and Sebastien signing the MOU<\/p><\/div>\n<p>Sebastien, Friends-International\u2019s Executive Director, said \u201cwhat is important from the beginning is we had a policy of being a constructive partner with the Ministry. For example, from 1996 we were strongly involved in the definition of the procedure and systems for the reintegration of children into families.\u201d<\/p>\n<p>\u201cUnder this MOU there are various areas of collaboration. We will develop our work on the support and return of Cambodian families begging on the streets of Thailand in collaboration with the Transit\u00a0Center. We also launched a project closely working with the Ministry for the implementation of the Prakas on Alternative Care and the implementation of the Government\u2019s basic standards of care.
